A network of digital advocates said today that the recurring service outages affecting the Land Transportation Management System (LTMS) underscore the urgent need for the Land Transportation Office (LTO) to immediately gain full operational control of the platform through the turnover of the source code and all other critical deliverables from Dermalog.
Digital Pinoys National Campaigner Ronald Gustilo said that the repeated disruptions being experienced by motorists demonstrate why the former provider should turn over all of its deliverables to the Land Transportation Office.
“The recurring LTMS outages are a stark reminder that the government must immediately regain full operational control of its own system. We call on Dermalog to immediately turn over the LTMS source code and all other contractual deliverables needed by the LTO to independently operate, secure, and manage the platform.”
Gustilo also reiterated his support for the objective of empowering government agencies to fully operate their own systems but maintained that the transition must be carried out responsibly.
“Full control of its own system will only be achieved if the LTO is first equipped with the source code, technical documentation, system resources, and all other deliverables necessary to independently operate and secure the LTMS. The turnover process must be completed without delay,” Gustilo added.
Gustilo further emphasized that giving the government full control over the LTMS is in the best interest of motorists, taxpayers, and the country’s digital governance efforts.
“Millions of Filipinos rely on the LTMS every day. They deserve a government that has full control over the system they paid for. Every day that this transition remains incomplete is another day that the government remains unnecessarily held hostage by a foreign contractor over a critical public service,” Gustilo concluded.
