Digital Pinoys congratulates the Philippine government delegation, Meta and Roblox for meeting eye to eye and resolving standing issues on online safety, especially child safety protocols, coordination with law enforcement agencies, and the legal representation of Meta and Roblox in the Philippines.
We would also like to thank the Department of Information and Communications Technology, led by Secretary Henry Aguda, and the Cybercrime Investigation and Coordinating Center, led by Usec. Aboy Paraiso, for including Digital Pinoys as the delegation’s civil society and digital safety advocacy partner, ensuring that the concerns of Filipino users, parents and online communities were represented in discussions with the world’s leading digital platforms.
Part of the agreement is that Meta will coordinate with DICT, CICC and law enforcement agencies such as the National Bureau of Investigation and the Philippine National Police to strengthen coordination on law enforcement activities and the immediate takedown of harmful content. Meta has also agreed to visit Manila by mid-September, recognizing the need to better understand the Philippine social environment, particularly in connection with social media use.
For Roblox, the platform presented measures to strengthen child safety and age-appropriate interactions. Roblox will work with the Philippine government on the integration of PhilSys for age verification, with a technical working group to be established between the government and the platform. Roblox also committed to establishing a local presence or designating a legal representative in the Philippines to facilitate coordination with Philippine authorities.
Roblox likewise highlighted its enhanced age-verification and age-based safety systems, which are designed to ensure that children have age-appropriate access to games and communication features. The platform also employs proactive content moderation and monitoring of communications for harmful or prohibited activity, while strengthening safeguards that limit interactions between users from significantly different age groups.
As the delegation’s civil society and digital safety advocacy partner, Digital Pinoys brought to the discussions the perspective of Filipino users, parents and online communities, particularly on child safety, harmful content, platform accountability and access to effective law-enforcement mechanisms.
These commitments are significant steps toward creating a safer digital environment for Filipino children and young people. Digital Pinoys believes that platform safety cannot be achieved by government or technology companies alone. It requires sustained cooperation among platforms, government agencies, law enforcement, parents, educators, civil society and the users themselves.
We welcome the willingness of Meta and Roblox to engage directly with Philippine authorities and stakeholders, and we look forward to seeing these commitments translated into concrete and sustained action in the Philippines.
