Digital Pinoys welcomes the filing of plunder and graft complaints against Rep. Leandro Leviste and Sen. Loren Legarsa in connection with Rep. Leviste’s undelivered solar projects. While these complaints have yet to be resolved by the proper authorities, we believe this development is long overdue and marks an important step toward accountability for projects that have had far-reaching consequences for the country.
For years, the public has heard ambitious promises about transforming the Philippine energy sector. However, the reality is that several projects failed to deliver their committed capacity, resulting in lost opportunities that extended far beyond the power sector.
Reliable electricity is the foundation of a modern digital economy. The non-delivery of approximately 12 gigawatts (GW) of committed power capacity represented a missed opportunity to attract major digital infrastructure investments, including hyperscale data centers, artificial intelligence infrastructure, and cloud computing facilities. These are industries that create high-value jobs, attract billions in foreign investment, and strengthen the country’s digital competitiveness.
While our neighboring countries have positioned themselves as regional digital infrastructure hubs, the Philippines fell behind because investors ultimately go where reliable power is available and not where it is merely promised.
We hope the legal process uncovers the full truth and hold accountable anyone found responsible based on the evidence. Equally important, we hope this serves as a wake-up call that large-scale failures in critical infrastructure should never be treated as ordinary business setbacks. The cost is ultimately borne by millions of Filipinos through lost investments, fewer jobs, and diminished economic opportunities.
Moving forward, the government must strengthen oversight of strategic infrastructure projects, ensure that commitments made to the Filipino people are fulfilled, and impose meaningful accountability when they are not.
The Philippines cannot build a globally competitive digital economy on undelivered promises. Accountability is essential—not only for justice, but also for restoring investor confidence and ensuring that opportunities of this magnitude are never lost again.
