Digital Pinoys Warns Against Statements That Incite Violence

A network of digital advocates welcomed efforts to hold individuals accountable for statements that may potentially cross legal boundaries, following recent developments involving the filing of cybercrime-related complaints against an Isabela Vice Mayor over alleged social media posts urging supporters to stage a “revolution.”

Digital Pinoys National Campaigner Ronald Gustilo said that while freedom of speech and freedom of opinion must always be recognized and respected, citizens also have a responsibility in exercising these rights.

“The public remains free to criticize policies, question public officials, and express opinions on matters affecting the country, as a healthy democracy depends on active public participation and open discussions. However, freedom of expression is not without legal boundaries. There is an important distinction between expressing dissatisfaction or political opinion and making statements that may be interpreted as encouraging violence, disorder, or actions that may threaten public order.”

Gustilo added that as discussions continue to intensify across digital platforms, the public should exercise prudence and responsibility in making statements online and offline, particularly considering the speed and reach of social media platforms.

“Public discourse has become more powerful than ever, and with that power comes greater responsibility. Freedom of speech should strengthen democratic participation, not be used in ways that may fuel violence or instability. We have repeatedly emphasized the importance of responsible digital citizenship because words shared online today can rapidly reach and influence thousands or even millions of people.”

Gustilo also urged the public to practice responsible digital citizenship and remember that there are lawful and democratic channels through which concerns, frustrations, and calls for change may be expressed.

“Criticize policies if necessary. Hold leaders accountable when warranted. Participate in public discourse and engage in debate. But let us ensure that our words contribute to informed discussions and solutions rather than actions that may place individuals at legal risk or threaten public order.”
